2010 WILTON NUTMEG INVITATIONAL RULES
TOURNAMENT DIRECTOR
The Tournament Director reserves the right to decide on all matters relative to the Tournament and his/her decisions is final.
1. Rules of Play
All tournament games will be played in accordance with the Laws of the Game as issued by FIFA except as they are modified herein.
2. ROSTER/PASSES/INSURANCE FORMS/PERMISSION TO TRAVEL FORMS
A copy of the certified team roster with jersey numbers included will be checked against player passes and surrendered at registration. Each team will be limited to the players, coaches and managers whose names appear on that certified roster. U-12 through U-14 may have up to 20 players on their tournament roster. U-9 through U-11 teams may have up to 17 players on their roster. In the event that any player is added to the roster after the first game, or if an ineligible player participates in any game, that team will forfeit all games in which such player played. ABSOLUTELY NO GUEST PLAYERS ALLOWED.
Player passes will be checked at registration, but must be available for inspection at each game. They may be checked at the referee’s or a tournament official’s discretion prior to the start of or during any game.
One Player Registration and Release Form for each player must be surrendered at the time of the registration.
Permission to Travel Forms are required for New Jersey teams and teams outside of Region 1 only (Region 1 teams accepted into a Region 1 tournament no longer require permission to travel papers).
3. GAME DURATION/BALL SIZE/NUMBER OF PLAYERS
All times indicated are “running times.” That is, once started at the commencement of the half, the referee’s watch will not be stopped unless an injury to a player is so serious that the player cannot be moved to receive medical attention. In such situations, the tournament director reserves the right either to recommence the game at another time and place, or to declare the game ended with the score at that time being deemed to be the final score of the game.
U-9 through U-11 Size 4 ball 8 v 8 25 minute halves
U-12 Size 4 ball 11 v 11 25 minute halves
U-13 & U-14 Size 5 ball 11 v 11 25 minute halves
Half time will be 5 running minutes.
The tournament director reserves the right to change the duration or the location of any game.
4. FORFEITS
Any team not ready to play within 5 minutes of the scheduled starting time for its match shall forfeit the game to its opponent by a score of 3-0. A minimum of seven players (five for U-9, U10, and U-11) constitutes a team. In the event that a team cannot produce or is reduced to fewer than the required number of players after the start of the game, it will forfeit that game.
5. UNIFORMS
A. Players uniforms will consist of a jersey, shorts, socks, shin guards (with socks
pulled over them), and cleats.
B. Players must wear numbers on the back of their uniforms, and these numbers shall coincide with those listed on the team’s official Tournament Roster.
C. The goalkeepers will be permitted to wear long pants and must wear a shirt or jersey that distinguishes them from their teammates, their opponents, and the referee.
D. If there is a conflict in uniform color, the home team is required to change shirts. The home team will be listed first on the schedule.
E. No jewelry will be allowed; earrings may not be taped.
6. SUBSTITUTIONS
Substitutions may be made, with the consent of the referee, at any stoppage of play. Unlimited substitutions and reentry will be permitted.
7. RED CARDS
Any player receiving a red card shall be suspended for the remainder of the game and for the next game their team is scheduled to play. Should a coach or manager be ejected from a game, he/she will move away from the field of play for the remainder of the game and may not participate in that team’s next game. Any player, coach, or manager being ejected from the field a second time shall be suspended for the remainder of the tournament.
8. POSITIONS OF SPECTATORS AND TEAMS
A. Each team’s players, coaches, managers, as listed on the team roster, will take positions on the same side of the field, but will be separated by the halfway line. All spectators will take positions on the opposite side of the field and no closer than 2 yards from the touch lines.
B. No one is permitted on the field without the referee’s permission. Anyone violating this rule is subject to disciplinary action by the referee and/or the tournament director.
C. No one will be permitted behind either goal or goal area during the game.
9. INCLEMENT WEATHER
Regardless of weather conditions, coaches and teams must appear on the field of play and be ready to play as scheduled. Failure to appear will result in forfeiture of the game. Only the referee and/or the tournament director can cancel, postpone, or reschedule a game. Wilton Soccer Association will not be responsible for any expenses incurred by any team or club if the tournament is cancelled in whole or part.
A. Inclement weather before games: In case of severe weather conditions before play has begun, the result of the game will be a 1-1 tie.
B. Inclement weather during a game: Should a game be terminated due to weather conditions after the half, the game will be considered official and the score at that time will stand.
C. Should the game be terminated before the half, the result of the game will be a 1-1 tie.
10. DIVISION STANDINGS
Standings of all age groups except U-9 and U-10 shall be determined as follows:
- 3 points shall be awarded for a win.
- 1 point shall be awarded for a tie.
- 0 points shall be awarded for a loss.
Teams shall be ranked in the standings by the number of points they have been awarded. In the case of a tie in the standings involving TWO teams, the following system shall be used to determine the final standings:
A. Results of the tournament head-to-head games involving the two tied teams. If still tied, then that tie will be broken based on:
B. Most shut-out victories. If still tied then:
C. Goal differential in all games (i.e. goals scored less goals allowed); however, the goal differential from any one game shall be deemed not to exceed five (5). If still tied, then:
D. Least goals given up in all games.
In the event of a THREE-way tie for first place, tiebreaker item A. above will not apply.
Where an age group is divided into more than one division, separate standings will be kept for each division and play shall be round robin with no playoffs between divisions.
In accordance with CJSA tournament rules, no official team standings will be kept for U-9 and U-10 divisions.
11. PROTESTS
Protests will not be accepted and will not be lodged.
12. GOALIE
The six second rule will apply. No charging the goalie is allowed.
13. PLAYER ELIGIBILITY
All players must be born on or after the birth dates for their age group classification as indicated below. No player is allowed to be a member of more than one team that is entered in this tournament. All players and the teams to which they are registered must be properly registered with their state or national soccer association.
Following are the earliest birth dates for each age group:
· U-14 Born on or after 8/01/95
· U-13 Born on or after 8/01/96
· U-12 Born on or after 8/01/97
· U-11 Born on or after 8/01/98
· U-10 Born on or after 8/01/99
· U- 9 Born on or after 8/01/00
14. GENERAL RULES
D. All decisions by the referee are final and binding.
E. The tournament committee, Wilton Soccer Association (WSA), WHS Soccer Boosters Club, and the Connecticut Junior Soccer Association will not be responsible for any expenses incurred by any team, club or person if this tournament is canceled in part or in whole.
F. Awards will be given in each division for 1st and 2nd place for U-11 through U-14. All U-9 and U-10 players will receive participation awards.
G. The tournament director reserves the right to modify the schedule and all matters relating to this tournament. The tournament director’s judgment shall be final and binding.
H. This tournament has been organized to promote healthy competition between players of the game of soccer. It is hoped that all participants, including the players, coaches and fans will join in the positive support of the referees and tournament officials.
I. Coaches are reminded that they are responsible for the behavior of their players, managers and fans.
J. The tournament directors reserve the right to disqualify any team, player, coach, team manager or team official from the tournament for gross misconduct of its coaches, players, managers, officials, or fans in accordance with The Zero Tolerance Policy.
K. Consumption of alcoholic beverages is prohibited on fields and parking areas.
